Understanding the XV Finance Commission Rule (50-50 Ratio)

The 15th Finance Commission mandates that 100% of Tied Grants be utilized strictly for two focus areas in a 50-50 ratio: 50% for Drinking Water (water supply, rainwater harvesting, water recycling) and 50% for Sanitation (ODF status maintenance, solid and liquid waste management). The 25% Sankalp Theme Rule Explained

As per Ministry of Panchayati Raj (MoPR) guidelines, Gram Panchayats must pledge to one of the 9 localization of SDGs (LSDGs) priorities, known as the 'Sankalp Theme'. At least 25% of the total Untied Funds (which includes XV FC Untied, State Finance Commission, and Own Source Revenue) must be allocated strictly towards activities mapping to this chosen theme.
